That's filler. In the manga Goten just said he achieved SSJ from training with his mom but it wasn't shown.
Goku wins; his landing on Namek is when the story outright states that Goku's in another tier of power that most of the Z-Fighters will never catch up to.
Goku wins now, he's at Captain Ginyu's level in base form.

Okay then, I didn't know the exact power levels, I just thought they were at around the same level since they were fighting pretty evenly before Goku used Kaio-Ken. Still, he's massively above the rest of the Ginyu Force.
@unbiasedrodger: no. goku is too much here. naruto doesn't have anything to put him down. fodder roshi was moon level with kamehameha. this goku is plenty more powerful. he's casually moon ++ speed and reactions are better as well. naruto has nothing
Goku would understand that Naruto is a bit weaker than him and hold back, this would make a pretty good fight. Don't get me wrong, Naruto is immensely powerful and could probably go toe to toe with Goku for a while, but Goku is just too powerful.
@valarmelkor: then Chichi's training is a great need, but Naruto is not... ok. I guess that's fair.
Who knows? There were plenty of fights before the Frieza one where Goku could have theoretically transformed into a Super Saiyan but didn't because Toriyama hadn't though it up yet.
@bageltanker: Naruto is not even close to a match for Goku at this point in time. If it had been around the time he fought Vegeta maybe. But at this point in time Goku can easily destroy a planet. His power level when he first got to Namek was around 90K and Vegeta destroyed a planet at a power level of 18K. He was also massively faster than he was during his fight with Vegeta and at that point he was already Ftl.

Off the top of my head, when Krillin was killed by one of King Piccolo's henchmen in part 1 Dragon Ball, when King Piccolo was killing master Roshi and others, and in Z when Raditz kidnapped Gohan. Anyway I just realized that the Super Saiyan Transformation being a response to a great need was only anime filler as well.
23rd Goku is a better fight, BOZ and higher is a stomp, BOZ Goku => Piccolo who can casually destroy the moon. Naruto can properly destroy the moon, but not at casual level like that. Namek saga Goku LMFAO common man, Goku one-shots him with a touch.
@unbiasedrodger: You really doubt Goku's speed. Say Goku decided to go all out, What would naruto do againts Kaio-ken. Taking an already extremely powerful being and multiplying it. I really like Naruto as a character, but Goku is simply too much.
@valarmelkor: I said DBZ, and when Raditz kidnapped Gohan Goku was not blind in rage, he was fairly calm and concern, but not bloodlusted. when Freezer Killed Krillin Goku was absolute in rage.

@darkcomicmaster: the most balanced match you could have is Saiyan Saga Goku vs EoS Naruto, which already exists in many forms. Any form of Namek Goku is waaaaaaay too strong.

also goku is too fast/physically powerful for naruto. like I said fodder roshi was moon level. and goku stomps him with, ease. naruto is a moon leveler as well ...
as for the rasengan thing I go by feats. therefore it only gets feats for the most durable thing it has destroyed which isn't really anything impressive ... again goku was un traceable even in the eyes of a god in the tournament. so yea naruto isnt keeping up ... he gets beat in a decent fight.
