Anderson cuts through special enforced glass that Alucard's familiars could not.So what Walter can cut through Buildings neither of them have speed over the other based on their fights with Alucard.Also Anderson has more durability and Regeneration

So in retrospect NoH Anderson wins in my book and the fights that one of the users on youtube and animevice said that Hellsing fights are unreliable for they underrate speed and strength.

Anderson wins this actually.

Walter could take this in a long sustained battle. However, Walter isn't nearly as powerful as Alucard, and even he had a tough time with Anderson. Over and above this, Walter is on a timer. His body can't sustain that form indefinitely, and in a prolonged fight he will eventually start to fall. Anderson, however, only lost because Alucard was able to kill him, there was no evidence to suggest he couldn't sustain his form forever.

Over and above this, Anderson had already done a lot of damage to Alucard, meaning he probably wasn't at full power when he fought Walter (granted, still more than powerful enough to make this an unfair fight, but most definitely weaker, even if just slightly). Walter was still unable to beat him, even with his puppeteer shenanigans.
