Zeus because according to Homer, who wrote the Illad Zeus was stronger than all the Olympians combined. Also Zeus was fear by almost everyone in Greek mythology, and fear like 3 or 4 people

Myth was that Metis's child would be much stronger than Zeus and overthrow him, but since Zeus swallowed Metis and Athena was born from his head it did not happen.
But still the fact is that Athena was the only god who was not afraid of Typhon and did not shapeshift into a sheep and she was the one who manipulated Zeus into fighting Typhon instead of running away again.

METIS (Mêtis). The personification of prudence, is described as a daughter of Oceanus and Thetys. At the instigation of Zeus, she gave to Cronos a vomitive, whereupon he brought back his children whom he had devoured (Apollod. i. 2. § 1, &c.; Hes. Theog.471). No, Zeus supplanted Kronos and had greater weapons than Kronos ever did. In some myths, Typhon > Zeus. In others, Zeus stomps Typhon or beats him and Gaia at once. Either way, Zeus is pretty solidly above Gaia (in Homer's Iliad, he boasts that he's stronger than the Olympians and both Gaia and Ouranos put together).
Athena isn't more powerful than Zeus either. She's just depicted more favorably in some myths. But with the likes of Nyx and Moros around, there's no way Athena is the most powerful deity in Greek mythology either.
Thor is way weaker and not even immortal since he dies in Ragnarok, Zeus can go to his true immortal form and kill him or simply overpower Thor, it'd be really easy either way.
@azath0th: Nope, Zeus is the strongest Olympian, barely edging Poseidon and Hades. The primordial gods are way more powerful. When Hypnos put Zeus to sleep and Zeus was about to kill him, Hypnos hid behind Nyx and Zeus couldn't do anything cuz he was scared.
Zeus is a casual universe buster who can defeat all the gods, several who accidentally created galaxies at the same time. He would most likely fodderize Rune king Thor, let alone weak ass Norse Mythology thor.
