I am not an expert about ROM, but from what I've heard/seen - he is above Carol.

He took Gladiator's Heat Vision on his chest without being defeated and in the same time confirmed that it is as hot as star's core. IDK too much about him, so I'm not sure that he can win or not, but that was impresive for me.
