Holocaust can just absorb Sinister's energy and leave him a heaping mess. There's no way to damage that armor of his unless there's sufficient force which Sinister lacks. Holocaust is basically a walking tank. No way for Sinister to beat him. Period.
Don't forget that currently it would appear that Sinister may be losing some of his powers.
The reasoning is unclear, but this could be another plus for Holocaust.

Before he started losing his power I thought the only thing he couldn't instantly heal from was a blast from Cyclops?

No, that was later shown to be false but I cannot remember clearly why (change in writer probably).
It does seem that many of the grafted powers he made for himself as starting to fade, like the shapeshifting.
