Universal Majestic due to him being omnipotent and omniscient. He's on The One Above All and The Presence level, which is definitely above Silver Age Superman. I don't think any Superman has been omniscient and omnipotent.

This would be an awesome fight and even though Supes is one of my favorites I'm gunna have to go with Universal Mr Majestic here. He has more versatility with his powers. If you gave him the creation blades he would do even better
