Yeah, but the only thing that was shown as being able to knock him off his board was a tachyon pulse. Even Galactus' power, which was a lot similar to Phoenix's disintegration field, wasn't enough to kill him.
In addition, the Phoenix was in charge of that disintegration field, the reason that Wolverine managed to get through was because of his healing factor, a feat that Surfer equaled when he flew into Galactus. Even Jean knew the Phoenix was completely in charge by the end of the film, given why she told Wolverine to kill her.
Also, Surfer's completely immune to telepathy, a neat little trick the Power Cosmic provides.

Rules of the op state no one is holding back...Surfer took out Galactus whom was larger than Earth...While Jean/PHX power was impressive it's not on the scale of Norrins, as he displayed planet size destroying power....If it was morals on, I'd give the fight to Jean, but with morals off and Surfer cutting loose he could easily take out Jean without even having to get close to her.....He's just on a higher scale of power imo

Comic Power Cosmic made him completely immune to telepathy. It would naturally make sense that the movie version shared certain features in common with the comic version.
When she was vapourising the island with a disintegration field, disassembling things into atoms? I don't think she was restraining herself, given the fact that Phoenix was the psychological embodiment of Jean's unreleased power, and had taken over.
It was the disintegration field doing the wrecking. Therefore, all her power was focused on the disintegration field. It's her most powerful feat, and the one I am judging this battle on, where she instantly atomised three mutants, yet Wolverine was able to walk through it and get all the way to her. Surfer has displayed durability and healing feats that put him on Wolverine's level.
the silver srufer wasnt imuune to telepathy just very resistant to it.
she didnt put all her poweri n the disintgration field cause the jean grey side of her was constantly battleing her and she may have wanted to get wolverine close to her cause she couldve jsut heald hi min the air like professor xavier and distngrate him or what ever she could to to him. second if her power really was all on the disintegration feild then she wast completly focusing on wolveirne cause she couldve simple focused all her power on wolverine.
and using the comics inst a good aid much cause jean grey in the comics espcaialyi n the ultimate comics showed even without the phoenix force can kill wolverine by severign his brain stem and ripping his mind to pieces.althoguh she never actualy carried it out there was no signt that says she couldnt.she oculdve tried to decapitate him by telekinetikly seperating the admantiium molecules
I concede the Surfer telepathy point, however, Jean displayed no telepathy feats that makes me consider she's capable of besting his telepathic defenses.
The Jean Grey side lost that fight, hence why Wolverine had to kill her. She wasn't focusing on Wolverine because she was busy trying to eradicate everything else.
Yeah, and in the comics, the X-Men and the Brotherhood made a plan together to kill a demon-possessed Wolverine by Magneto tearing the adamantium off his bones and Nightcrawler tele-decapping him. Your point?
she bested prof xaveier who has shown to be a powerful telepath and he did comment she way way stornger then him he only has skill over her.and if xaviers tlepeaty is as powerful as his comcis then that does show jean may be able to beat ss defneces.
