Characters in that sort of tier. Arrow, MCU Cap, Frank Miller Batman, those guys are all too much for him.

Not exactly the most epic picture of Ozy. With before watchmen feats from what I have seen Ozy would be pretty impressive but the watchmen universe doesn't seem to face the same threats as marvel or DC so its hard to say.
