Loki. Definitely Loki.

From what I know of the others, their actions would at least be somewhat predictable (ie. Use the power to take over the universe and smite their enemies.) With Loki, it's all about what kind of mischief he could cause. There's no real telling what he'd do.

Loki,Azien,and Lex are the Most Dangerous IG Users in this thread.Since they are the smartest and they should know how to use the IG at it fullests.

Probably Loki, he's used to doing big time badness. Lex could be good with it too. Vegeta wouldn't enjoy using a weapon imo

My answer is Loki, but here's what I think would happen if every one listed could possess it:

Vegeta - Definitely to become stronger than everyone who surpassed him previously, especially Goku.

Aizen - Don't know him.

Broly- Pointlessly destroying galaxies, and planets, until there's nothing left.

Sinestro- Not sure, probably just power.

Red Hulk- Universal domination.

Loki - To become ruler of the Universe, with everyone bowing to him.

Black Adam - Not sure, power maybe?

Lex Luthor - Probably just to torture Superman, he'd create a Red Sun with Kryptonite Shards in it and just throw Superman inside of it.

Those who are saying that Loki would want to rule the universe... that's not in his character. He is a (slightly vengeful) trickster, not a power hungry demon.
