Giving it to Magneto. Luffy's fast and strong enough to One hit KO Erik, but in a junkyard? Lots of sharp, metal objects all around. Until Luffy shows better ability with his foresight haki, I'm going to say Luffy gets impaled before he can land a hit.
But only barely. As in, Magneto's life flashes before his eyes before he realizes Luffy's dying.
Luffy Weird and unorthodox way of fighting might give him the edge So i'm giving it to luffy,but he getting hurt

I mean, if guys like Blueno couldn't follow Jet pistol, I find it hard to believe magneto can. I'm not sure if he will even get the chance to utilise the junk in the yard..

Im giving this to luffy. Luffy armament Haki is harder than Iron. He can observation haki + Gear second he flash step + victory.
I don't read Marvel, but I have seen some guys going deep into Magneto's power and saying that Electromagnetism could be one of the strongest powers ever made.

Magneto stomps. His forcefield can block blows from planet busting+ Mjolnir and is fast enough to stop speedsters. While Luffy still has blood and an electromagnetic field around his body.

Then I could just bring up how Quicksilver has never been able beat Magneto consistently, numerous occasions imply that Quicksilver was powerless aganist Magneto. The time when he "socked" by Magneto was a sucker punch, and Magneto wasn't paying attention.
And then there is how Northstar is about 99% of the lightspeed/lightspeed, and faster than Quicksilver is has failed to blitz Magneto.
So there is no evidence that Magneto would get "blitzed", only that he could get suckered shot by a speedster.
Sad how One Piece fans overrate these characters and have little to no knowledge of the comic book character they are against but still consider it a stomp in their favor . Magneto's power allows him to react. 15x faster than humans and as shown above has tagged speedsters much faster than Luffy. Magneto stomps.
Both sides would put up one hell of a fight but in the end, I think Magneto would go home with a win.
Well, it all depends on the power level you give to magneto.
Magneto is, I believe, the character i know who's powers fluctuate the most.
So, current magneto?
Luffy stomps.
Average power magneto?
Good fight, magneto takes it because of location and luffy's vulnerability to sharp objects.

@blackwind: We're judging these characters at the best of their abilities and since the OP didn't limit Magneto I see no reason he doesn't stomp especially considering the environment their in.
If no stipulations are given, we use the most current incarnations of the character. Current Magneto has trouble taking down a sentinel and his powers are wonky. I will give it to Luffy, since Magneto, as a hero, is a shadow of his former self.
