Pre-Crisis Mongul would win.

Post-Crisis though, ima give it to Etrigan due to Hellfire, magic, and healing factor.

Silver Age Mongul would beat damn near all incarnations of Etrigan. There was a time when he was the king of hell..but I don't know that much about Etrigan to say how powerful that incarnation was.
