Im going with Monarch I think he could take Ion out.

This Ion with full control of his abilities would beat Monarch.

I gotta agree with Alpha. Though Kyle def had better control of his abilitites, and would make any kind of victory hard fought. The problem is that Monarch can probably match his EP while Kyle is phyisically no match for him. Sodam is a better match up. If using his powers properly he could def pull a victory here.
