Eh the problem with Monarch , other than the fact that he doesn't have too many feats, is that even if they manage to rip apart the suit, the resultant explosion would end up killing every single one of them
Everytime there is a thread in which a Marvel character is pitted against a DC character, you get in just to type in the Marvel character's name without a single explanation on why. No argument, no feats, not a even a small sentence to state the logic behind your pick.
Monarch is a super-ultra amped Captain Atom, even if the Heralds could bring him down (which is a stretch), they would die... So Monarch, or stalemate? I guess it is a stalemate if everyone dies xD

Monarch is simply 52 captain atoms combined who scared the monitors. Each monitor watching over their own universe. And they were frightened. And superman prime lost to monarch. It took many multiples of prime and others to take him down.

Not that this matters in the first place, his armor is far too durable for them to break.
