This is a regular kill or be ko'd type of matchup. Neutral ground. This is reigning Thor. Both are out for vengeance.

I'm tempted to say Monarch.

Hmm, that is a tough one. I'm gonna go ahead and say King Thor. If nothing else, he certainly has the power to bust open Monarch's armor. Battle's over at that point. The resulting blast would decimate the universe and push Thor to the brink, but I think he'd survive...if only barely.
