X's telepathy prevents Panther from landing a hit (he might be able to hit since he's faster than X, but I don't think that would really change anything) but he's fast enough to avoid X as well. Both are good at predicting the moves of their opponents (Black Panther too, even without telepathy) so they could both make long term plans to trap the other. Overall, I think stalemate. If there's any kind of open environment though I'd say Black Panther, since there would be variables X couldn't predict and Black Panther could use that to his advantage.

I was looking through Static's profile and I noticed he posted here, and I thought I'd have my say. It wouldn't hurt to post once every two weeks in a battle, anyway.
It would be an even match initially but Black Panthers superior speed and more importantly, endurance would tip the scales in his favor because Mister X may know where and how BP will strike but fatigue will prevent him from being able to counter effectively leading to his inevitable defeat.
