Janemba could warp heaven and hell, and Goku felt only a taste of his power and concluded he could destroy the universe. Seeing how he brought everyone back from the dead, gods were powerless to stop him, I say he could destoy the universe.

However Mister Mxyzptlk can destroy the universe casually, then create it again to do it over and over.

First, just because Goku said that Janemba could destroy the universe doesn't mean that Janemba actually could. There's no way to assess the veracity of Goku's statement. Cell said he could destroy the solar system, does that make Cell a solar system buster? Second, the fact that Janemba defeated the gods of DBZ means absolutely nothing, because the gods in DBZ can't even defeat the top tiers.
