They both have essential character flaws to make them more defeat-able, as they both toy around rather than go for the win straight away.

With that in mind,pied piper has to actually play his piper to take control of Mirror Master, but the latter with significantly faster reflex to a normal human can just shoot him and be done with it before he gets the chance, MM is faster on the draw anyways.
