Anarky has too many different ways to win this with prep. His plethora of weapons give him an advantage, his strategy, his crazy fighting skill, and his durability should give him a win. I'll go through each on of those, and explain.
Weapons: Let's see his weapons. He can hypnotize/paralyze someone with on of his weapons he made. He can BFR him using the boom tube he made. He can borrow his powers using crystal he made. That's enough to beat him.
His strategy: He's smart enough to outwit Etrigan, to find a GL ring, and use it, to be able to find Darkseid, and to create all those weapons. With two hours of prep, I don't see how he loses.
His fighting skill: Anarky has shown to be superior to Batman in fighting skill, and he was able to own Green Arrow pretty badly. So he's got some damn good fighting skills.
Durability: He's been able to fall from a skyscraper, and land on his feat, unharmed (though he did do something to dampen his fall), and he's been able to take an indirect blast from the OB.
Overall, I don't see any way Miles could win this.
