Locations: inside Caseys apartment at first but any where is on limits as long as it stays within the island

What makes you say that?

He's shown on multiple fights across multiple media to be the best out of them when they are all at their most serious. Mikey just slacks off a lot so Rafael and Leo stand out more in combat and Donatello is always more intellectually grounded, but Mikey has done things like solo the Shredder and become champion of an Intergalatic fighting tournament. Normal mikey would get stomped 9/10 by the rest of the turtles, save maybe Donatello. Bloodlusted or Serious, Mikey would be a good match up for Shredder, Splinter or even some high tier martial artists from other media like Nightwing or possibly Batman.

Mikey stomps... He is the turtle with the most potential. He is also faster, stronger, and overall better than Casey.

Not sure what MS versions are but generally Casey can take any one of the turtles 1on1 quite easily.
