That said, Torchwood would struggle immensely due to lack of resources and crew.

If this is Pre-Season Two finale Torchwood then I can see them winning but only because of Team Synergy and their altogether skillset. If not then M.I.B, easily.

All of Torchwood, just Torchwood 3, or just Torchwood 1?

If in their week of prep Torchwood can call in the Doctor they should stomp.
