17 gets a solid win. Return of Cooler characters were probably not much stronger than Namek Saga characters. Goku in the first Cooler movie was only about as strong as the Goku who fought Frieza as an SSJ, and Return of Cooler takes place some time after that but with no Android menace urging the Z-Fighters to train to their absolute best.
