Mordru easily. I'd like to see Mephisto own a being like a Thunderbolt and SHAZAM (who was in the ROE itself).

Only way Mordu wins is by destroying the very concept of evil itself and that includes himself if he wants to permanently deal away Mephisto.

There is no way for Mordru to die. He's eternal. He existed before the big bang and will exist after the universe has ended. I wouldn't be surprised if Mordru absorbs Meph's power.

Mordru is evil.... Even if he killed all evil characters in one universe, he would still be the only one left, thus powering Mephisto.

Not Surtur, but Surfer. I forgot what issue, but he caused Mephisto pain once. As did other characters like Thor and Loki. Not saying Silver Surfer could actually defeat Mephisto, but he can feel pain and be defeated.
