First of the Fallen is DC's lord of hell, i.e pretty much second only to god, and the only one who's ever defeated him (sort of) is Constantine, by using his cunning and tricking him. Mephisto in his most powerful still loses to Galactus with only sheer power being involved, which won't work on FotF, so FotF wins.
@the_red_viper: First of the Fallen said so himself that he was darfed in power by Lucifer...in Ennis' run continuity had to be preserved so it was decided the First had come to Hell before Lucifer but upon Lucifer's arrival he was no match so he shrunk into the shadows...even after Lucifer left he was never the ruler of Hell, he mentions his hatred for how Duma and Remiel are ruling over Hell since they have no place there
