Honestly, for the time being I gotta say Simpson has the advantage. Even before the pills, he was an expert trained soldier with 8 years of spec ops experience. He was proficient with hand-to-hand, firearms, even stealth and strategy, all that stuff, and he was somehow kicking even more ass than Jessica when they were ambushed by the security squad wielding stun sticks. He's definitely not as skilled or agile as Matt Murdock in hand-to-hand, but he gets the job done.
Now when he gets his red pills, he has a big strength edge on Matt and is at least as durable as Fisk. He made Jessica budge when she had him pinned with a chair, meaning he was exerting similar force to that skidding car she stopped with one arm to save the child, and he was tanking her blows and injuring her with his own, despite the fact that Jessica took hits from bloodlusted Luke Cage. The fact that he totally had her beat fair and square is actually pretty insane, and again, even though he's not as agile as Daredevil, he was even skilled enough to grab Jessica by the jacket during their fight and divert her own force to put her through a wall. I can't picture Daredevil doing something like that.
Basically, Daredevil is facing someone physically comparable to Fisk, but with extensive combat training and experience, and also a gun. If Jessica can kill a normal human with one strike, she'd have Daredevil beaten in three hits tops. Yet Simpson certainly took more than that before finally falling.
