Round 1: Falcon can fly at a very good speed and has powerful guns and widow can slow cap if she manages to hit him at least once with her new widows bite or the eletrick batons that put ultron bots down, so i think they take this.
Round 2: Team Stomps, do i need to explain? Clint exploded an tank in AOU with only one arrow...
Cap wins R1, even if Falcon has Air Superiority his shield will cut one of those wings clean off.
Cap loses R2 as previously stated, Hawkeye blew up a tank with 1 arrow in AoU.

About him being underrated? Yeah.
There's a Falcon vs Cap thread and IIRC the best argument for Cap winning in there is that "Steve should just one shot him honestly", and that was the general consensus.
That's why I said "depends on who he's up against". Everyone gets lowballed against MCU Cap, so it's not like he's underrated in particular.
@anthp2000: Falcon's not horribly underrated and you will find people that overrate him(like with basically all characters)but I do think in general he is a bit underrated. I don't think people fully appreciate his firepower or maneuverability and speed. Mostly though he is just underutilized. I wish I saw him in more battles. That's mainly just due to lack of popularity though.
I think his implied standing compared to generally more formally trained or well respected globally known individuals (heroes like Cap or assassins like the Winter Soldier or Widow) plays a part.
That's one of the reasons I don't like him. Although I've been following cast interviews lately and Anthony Mackie is amazingly likeable, enough that I might start liking the character.
He did go toe to toe with Iron Man in CW for a while anyway. And his gear is basically OP for most street levellers, who lack adequate enough ranged abilities many times.

I agree with everything(accept I like Falcon). And I also agree about Anthony Mackie. He's by far the most hilarious of all the MCU actors imo. I keep watching interviews with him and I'm always laughing. The way the other actors talk about him it sounds like he basically livens up the set whenever he's there.

He was able to take out the quinjet in his second film and overpowered spiderman without having any intel on him. Winter soldier grounded falcon with that grapple gun sorta thing and now captain has one of his own. Don’t see how captain loses. Cap both rounds

Cap may be vastly superior in skills and strength and he may have a shield, but none of that matters when you got a two people with guns coming at you from both sides. Cap can’t block both people at the same time. Even if Falcon couldn’t fly, Cap would still lose. If he was fighting them individually he’d definetly win, but with both of them he doesn’t stand a chance. Team wins both rounds.
No way Falcon solos. Cap would see him coming a mile away and use his shield until Falcon either gave up or ran out of amo. Hawkeye could tho since he shoots from long distances.
Widow would eat shit if she tried to take on Cap alone. You see what happened to her against Bucky? She got shot in one movie and choked half to death in the other. Only reason she survived is cuz Cap saved her both times. Cap is just as dangerous as Bucky. Widow can only shoot from short range so Cap would block all her bullets and gadgets. Cap is much more skilled in H2H than Widow and obviously much stronger.
I feel like if either truly wanted Steve dead, they could make it happen. Especially Natasha. But that’s pretty much the only way they can win. They can’t hold back at all or else they’re gonna get overwhelmed.
However if this is considering current Sam as Cap his gear could heavily carry here.
With morals on, Cap wins round 1. Sam isn’t going to bombard Cap with shots from the sky (as he could and should) to give them a huge advantage. Nor will BW go for a shot to the head while Cap is distracted with Falcon; she’ll be trying to get in close for H2H combat. With them playing like that, and Cap throwing that shield for an instant KO, he’s going to win. Without morals, I’d give it to the team.
I think the team takes this. Clint’s weapon choice 10/10 ARE his arrows. Even if it’s not a kill shot, he can do some damage to a distracted Steve. So long as the team can last 5mins (which also will increase BW and Falcon’s “okay, this isn’t working, we need to step it up and start using these” kinda mentality), I think collectively, they can take Steve down.
