He starred in the DC comic series, Welcome to Tranqility, a story about a small town which has a population of ageing retired super powered heroes/villians. He was meant to be one of the most powerful. He is similar to Capt Marvel in the nature of using a magic word to transform and has a similar suite of powers, namely super strength, flight, invulnerability. However there is no evidence to support if his powers are anywhere near the levels of Capt Marvel. He is supposedly a competory and peer of The High and Mr Majestic, in his back story. Again he might be therefore considered a 'Majestic' class being but this has not been confirmed. From all we have seen, I would back Black Adam for the win simply because we know how powerful he is where as Maximum Man is an unknown.
