This battle takes place in team fortress saw mill map. Master chief got his typical weapons and gear. How ever to make it fair there will be no tanks. Only Arkham knight milita and minigunners. Who do you think will win.

Firstly OP says no tanks, and secondly it wouldn't matter anyway. Chief is superior in every conceivable way to Arkham Bruce physically, and has absolutely no problems killing, has a more lethal armament too.

The Arkham Knight's entire army?

Chief gets wrecked. How's he supposed to do anything with hundreds, potentially thousands of soldiers piling on to him and shooting at him? He's not going to be able to kill them all. He might kill a few dozen, but there's no way he doesn't get overwhelmed. If he takes cover he might do a little better, but the mill would still be filled with soldiers planting mines and sentry guns everywhere.
