No team. OP states: No Skafather level or above. And we know that no one below Skyfather level can defeat Surtur. I barely see a team of none-Skyfathers who would defeat Maphisto. Thanos, Surfer and DP Tyrant are the best ones who we can pick. And these three - without PIS - would have a big problem to defeat Mephsito.  And still we have probably the greatest telepath, who will give Thanos or Surfer a crazy figth by himself. "
