Atom has better speed and energy projection feats, as well as the rest of his laundry list of powers with no limits. Based on how they'd match up in terms of raw power, I don't think there are any non-cosmic characters in the current DCU who could beat a bloodlusted Atom. Although he's never shown any kind of resistance to telepathic assault, so the Martian could theoretically beat him that way in a comic book. But that's a moot point since TP is disabled here. Neither of them really have much in the way of showings against established characters, but I think Atom's more powerful nonetheless.
I notice no one's pointed out that Atom is currently powerless, but I doubt that's what the OP intended.
