I dunno... Tenchi is faster than the surfer with ONLY 3 light hawk wings (Earth to Jupiter in 7 seconds).
Tenchi Masaki (Tenchi Muyo Ovas)
He is both an anomaly and a manifestion of a hyperdimensional being superior to the Choushins (the 3 greatest goddess of the universe). In his human form he is capable of material conversion with his Ko-Oh-Yuko (Light Hawk Wings)
-Because Material conversion he is truly inmortal. He can recreate himself as many times as he want.
-He can transform energy to matter and viceversa at will.
-He can control the Ko-Oh-Yuko...the most powerful energy of the universe.
-He can pretty much cancel any injure (Kagato cut him by half and he regenerate in an instant.
-In Ova 11 or 12 he changed the gravitational constant of the universe to destroy a Black Hole. Tenchi cancelled a Black Hole by changing the physical laws of the whole universe.
-In the new ovas he transformed in Kami-Sama Tenchi....an allpowerful being superior to the 3 choushins....He easily stoped the choushin war....(the initial clash between Tsunami and Tokimi, two choushin destroyed thousand of galaxies...then they reset the time and bring back of the universe to the normally.....Kami Tenchi stoped both of them easily.

You said Phoenix manipulates reality... but that doesn't do anything. Because Tenchi has manipulated reality too. Lets compare feats. Whats the biggest reality manipulating feat Phoenix did? Because Tenchi manipulated the reality of the entire universe/multi-verses/etc.. he instantly stopped 3 beings that can also manipulate reality to that extent, as I said earlier, it was as if he stopped 3 pre-retcon Beyonders with a the flick of a finger.

Superman can move FTL. Probably a little faster. Tenchi went from Earth to Jupiter in 7 seconds. DO THE MATH. And SNAP Tenchi's neck? Okay. What part of the word "OMNIPOTENT" do you not get? Tenchi is immortal first of all. Second, he is faster than Super Man. Third, his light hawk wings would have made superman's attack "0".
Giorno makes any action "0" before it actually happens. That means that before the Silver Surfer THINKS about something.. he didn't think of something. Because his thought (an action) was already turned to "0".
Pucci's Made in Heaven makes the user move to the end of time in a speed described as "only God can keep up". Once there, the user can reshape the universe/reality/etc..

Tenchi is immortal first of all. Second, he is faster than Super Man. Third, his light hawk wings would have made superman's attack "0".
Giorno makes any action "0" before it actually happens. That means that before the Silver Surfer THINKS about something.. he didn't think of something. Because his thought (an action) was already turned to "0".
Pucci's Made in Heaven makes the user move to the end of time in a speed described as "only God can keep up". Once there, the user can reshape the universe/reality/etc..
