It is stated in the Marvel handbook that it is not known whether Shuma can actually die or not. No one has ever been able to kill him. He has lived for eons and eons and faced the most powerful sorcerors and magicians in the Marvel U and the most they could ever do was banish him form Earth.

MJJ was an "omniversal" threat not because he was warping reality on an omniversal scale, it was because his warps (like wandas) were careless and breached the walls of causality.  His 616 counter part was only warping england and possibly the world, but we know he didn't do a global warp because nobody outside england knows who the hell he is.  FYI Merlyn and Roma think everything is a threat to the omniverse.  Merlyn has been proven wrong on several occasions like when his little chess game with excaliber as his pawns didn't work out.
