LS, Master Chief really doesn't have h2h feats outside of the suit
Master Chief has more physcal feats than skill feats and even than they are very,very,very few.
Master Chief beat, what was it, four highly-trained soldiers before a dropped pin hit the floor?

dude lol Master Chief has nigh unbrekable bones he's stronger than LS he's not getting ripped apart in half.

that's pretty much it ever since Chief has been fighting h2h with his suit (which increases his speed,reflexes and strength) and even then most of his h2h battles with the suit are very short.
I would say Luther but its not a stomp. Physically MC is not as fast but he has the reaction feats to keep up. Ultimately MC puts up a good fight but gets overwhelmed by Luther's durability and speed.

It's in the Halo reach book 50+ drop would not even break his bones but he would suffer internal bleeding (that's when he was a teenager too)

A 30 meter meter drop actually, and this is when he was a teenager and without any armor.

I don't know. John hasn't had any hand-to-hand feats out of his armour since his first training exercise out of augmentation. In that status, he killed and/or brutally injured five ODST's which are the UNSC's best trained soldiers excluding the Spartans themselves and he's proven strong enough to dent the armour of Mark I MJOLNIR exo-skeleton suits with ease and that he's fast enough to dodge point-blank shots.
Aside from that without their armour, Spartans were able to lift three times their own body weight, move at up to speeds of fifty-five KM/h and have reflexes so fast that they are able to think, react and see things happen in slow motion. Their reflexes only get exponentially faster during combat when their adrenaline is pumping. Additionally, their bones are coated in a near-unbreakable carbide ceramic.
With his MJOLNIR Mark VI armour though, his physicals and reflexes are increased by a factor of five. John, while in possession of inferior armour has been capable of shattering the skulls of Elites, who are considerably larger than Spartans, in but a few hits, and slaughtered rooms full of Brutes by his lonesome.
In regards to a suitless John vs Luther, not sure John could pull it off. At best, John is a 1-2 tonner without his armour with his biggest advantage centering around his speed, life time worth of training and ridiculous reflexes. From what I've seen of Luther, it's going to take a lot more than that to take him down.

Agreed. I'd go as far as to state that Luther may have a slight strength advantage but John has the advantage in speed and reflexes, even without his suit.

Luther is supposedly a comfortable 5 tonner in strength.
I agree with both of your analyses for the most part, but I'm still undecided who wins. There's a few a factors to consider
Luther has better healing, but Johns bones are much more durable.
They have comparable speed feats.
Luther is stronger and likely has better striking feats, but John has the skill and experience to make up for it, which is where Luther lacks drastically in comparison.

Here's a reaction feat for the Librarian
Luther fought this guy evenly for the good part of an issue, and ended up defeating him.
There's also Luthers precognition
First scan is Luthers first showing of precog. Next showing is him using precog on the Librarian, his physical equal. It's stated that with it he's able to "see the thousands of moves someone will make before they move." It's not used by him all the time for some reason, but it's there.

I remember something about those tweets, which contradicted his other tweets with his artist iirc. Some tweets stated Luther was weak, and others stated he was Sabertooth + Task Master + Spider Sense = Strode or some over powering nonsense.
Either way those tweets are very contradicting iirc.
