I don't think She Hulk is strong enough to hurt Luffy, and Luffy has some absolutely crazy strength feats. Either a tie due to both having high stamina, or Luffy wins.

She would not be able to tag Luffy, he's vastly faster, and could predict all her moves.

If if she tags him, her attacks wouldn't effect him, since he's almost immune to blunt attacks.

Luffy recently one-shoted a giant who was strong enough to punch 10 000 tons heavy object thousands of meters high in the air, he deserves more respect than this.
