against the same opponents? I ain' too sure but what Lucy would be capable of doing however I'm also questioning what can his opponents do as well? regardless I see Lucifer as a higher beings than the opponents you've mentioned maybe except for Phoenix (altho there are various avatars and incarnations of them that varies in powers) so even if he was soley relying on his intelligence and manipulation skills I would say yeah...
