If pre-retcon, but post Secret Wars I, MM wins as he is just under The One Above All = The Presence (GOD) and would be above Lucifer in this case. He might not be the smartest candle in the bunch, but after secret wars I he came into his power in full (with all the understanding and awareness it requires). Also, in Vertigo, spawn with divine powers trapped Lucifer and God in thier own demi-plane to fight it out for all eternity.
