As for Slade..feat for feat of strength they're more or less the same. Obviously neither is really known for that physical stat..but it's present. Black Tarantula and Ult. Goblin should be low Mid tier as they're both stronger than Spider-Man and Norman has blown up tanks with his fireblasts. Very few street levelers have the damage output to take down Wolverine. In fact..only one's with gear designed to counter him do like Black Panther and Agent Zero. He's as skilled as them if not moreso when it comes to fighting teams and coming up with strategies that play against them on the fly. His feats against multiple iterations of the Teen Titans have shown us this time and time again.

I have a hard time seeing how Slade is as strong as Wolverine when he's had trouble putting down peak humans like Batman and Bronze tiger. BT only really had durability and strength going for him and ult. Goblin isn't really any stronger than 616 Peter, but he is a lot more durable. At least some street levelers who don't have the output to bring down Logan have gear to incap him. The teen titans are good and all, but they aren't very skilled and don't have as good combat speed as some street levelers. If it were composite Slade I'd agree with you, but pre-new 52 Slade just doesn't have impressive physicals.
Slade having trouble beating down Batman isn't a knock on his strength, as his strength advantage isn't that much greater than Bruce's and his suit gives him greater durability against blunt force. James would have an easier time knocking out Batman with fisticuffs but he has the advantage of sporting an indestructible skeleton to increase his striking power. If Wolverine has a strength advantage, it's basically negligible. Black Tarantula had more than strength and durability. Peter remarked that he was faster than him(while he certainly could be exaggerating, BT did manage to tag him a decent amount in their fights). And Carlos has a healing factor to boot. Honestly anybody that can stomp Spider-Man who himself is Mid-tier..should be Mid-tier. Norman should be stronger than Peter, for one I've never seen Spider-Man performs leaps like this..
Any schmuck with a powerful enough magnetic device can incap Wolverine fairly easily..hell Mr. Freeze could do it if he tagged him. That doesn't make them high-street level. Depending on which Titans you're referring to, a lot of them are fairly skilled. Nightwing, Ravager, Beast Boy, Starfire, Wonder Girl, and Cyborg all know how to use their abilities effectively and work as a team but Slade has shown to be their superior more than once. No knock on them..he's just that good at fighting teams. This was also shown when he stomped Black Canary and Green Arrow..two people who would classify as mid-tier based on their abilities and gear.
