Savage is just a pale imitation of Luthor. Lex has better prep, better tech, is considerably smarter and has better feats.

he's simply better with prep, for example in action comics #900 (i think) he managed to become nigh-omnipotent, that's something savage never has done.
DC missed the opportunity to make Vandal impressive post FP. He could've easily been made as a counter to Dr Doom and even more. Alive for thousands of years should've given him enough time to be highly sufficient in magic, in countless forms of combat and strategy, and in knowledge/intellect, superior education, large amounts of resources(financial, networks, etc) in abundance, as well as shaping/pioneering technology for the future. He should be an A list villain and something Luthor knows is competition, at least competition. Up against different heroes his different abilities should show. Using his brain and resources for the super empowered ones, besting the street levelers in close combat, a force to be reckoned with in magic.
