Lex has most recent version of his power armor, Stark has the Extremis armor. No outside gear/tech. No BFR. Win by death or KO.
Round 1: Morals on for Tony, not for Lex.
Round 2: Both bloodlusted, morals off.
Lex Luthor vs. Iron Man
Iron Man, with the extremis suit he'd have no problem taking over Lex's and causing it to just be a plain Lex vs Stark.
Lex has been able to become and remain Superman's arch-enemy for many years. He'll have no problem defeating Iron Man.
Has Superman ever really wanted to kill Lex? I'm sure he could if he wanted to, and pretty quickly at that. As this fight can be won by death or KO AND both fighters are bloodlusted, i fail to see how Superman being his arch enemy for years has any relevance to this fight.
Superman was built to be a sissy that is unwilling to kill those who have killed people. you know what I think? The joker would have made a better hero.
Ironman in both, a battle suit is about the dumbest f-ckking thing on Earth you can use to attack Tony, if you want to beat Tony use a magic being like Thor or a super character like Gladiator etc. Using a battle suit = INSTANT FAIL
the guy hacks global satellites just by thinking about it, hacked a military fortress and made it turn against itself, and using some really oldass grandpa armor was still able to hack Osborn's latest Ironpatriot suit

I'd put Tony's technical genius above Lex's, though I think Lex may be tactically smarter. He plots and plans while Tony tends to jump into a fight at full tilt. The listing I find for Luthor's armor says it provides:
Superhuman strength and durability (if it's like the versions I know, it is inferior to Superman, but Lex makes liberal use of kryptonite based weapons to make up the difference. At a guess, I'd say this is roughly equal to Iron Man's armor, possibly a little better if it has ever given Superman a rough time without Kryptonite.)
Flight - Probally similar to Iron Man's
Force Field - Probably similar to Iron Man's
Energy Projection - Mostly kryptonite rays of one sort or another, which are useless against Iron Man. My vague sense is that his more conventional energy weapons may have a higher raw power but less versatility than Iron Man's.

The suits appear to be close to each other in ability with Luthor's having possibly more raw power and Tony's having more versatility. Luthor's suit has the weakness of having been designed for one purpose: killing Superman, whereas, Tony has had to adapt to a much broader range of threats over the years.
There's a parallel with two fighter planes that faced each other in the Cold War. The Soviet MiG 25 Foxbat and the American F-15 Eagle. The MiG was bigger, heavier, faster, and more powerful, but did not do as well in encounters as the Eagle which was more maneuverable and had better tracking, targeting, and electronic countermeasures.

Lex in both.
tony destroys, in my opinion he has a superior intellect, more advanced weapons, but slightly less durability
Also nobody every writes a comic where 2 guys have similar powers/suits and the bad guy wins
