Lex luthor is a mastermind, a businesses man, and he was the president.
Dr. Doom is a scientist, a mastermind like Luthor, and he is one of the evil geniuses in the

Being an evil genius/mastermind/scientist has no correlation whatsoever with being able to play chess. And I'm not even sure why businessman and President are even mentioned (as they have absolutely nothing remotely similar to what we're even talking about).

Luthor is more hands on. Corporate takeovers, curing cancer just so he can inject his own sister with it to prove he could, learning about superhero weaknesses, murdering innocent people, etc.

I want to point out that how "smart" a person is is very hard to quantify. There are different fields to specialize in. There is a difference between intelligence and wisdom, same with common sense and street smarts. Also, IQ measures the ability to recognize patterns.
Also, being good at Chess doesn't automatically make one smarter than someone else.

So I guess this battle is determined by who is doing the business proposal and who is excepting
