Lex Luthor and Norman Osborn vs Earth

Lex and Norman see a common goal: taking over the world. all superpowered beings have mysteriously dissapered, and when Luthor and Osborn realize this, they start up fighting. they both have had 10 years to prepare for this day, the day known as doomsday, the one we have all feared, but never expected it to happen this way. can the non-superpowered residents of Earth stop Luthor and Osborn (and their non-superpowered followers)?

I'm confused. Are they fighting each other? Are they working together? So no one including them or their lackeys has superpowers? Do they still get AIM tech and so forth?
