Took some time and thought about this one. Ken has various powers such as Shoryuken and Hadoken. He also practices many various forms of martial arts and seems to have a extreme mastery in them. Leonardo on the other hand is skilled in the ninja arts(Ninjitus). He also seems to be quite fairly strong for a being endowed with life. I would say maybe he somewhere near human peak. He is skilled with using a sword, well two swords really. He also seems to be quite combat smart. (Possibly on a goku type level.) Possibly with prep he could win but other than that I don't see it happening. Ken has fought tougher customers than this and I'm sure a unexpected shoryuken in close combat would end this. Ken wins.

Ken is a better fighter but Leonardo swords give him an edge there. Leo has ninjutsu but that will only help with him attacking first but Ken has Chi control which gives him the edge. I would have to go with Ken for the win.
