1. As demonstrated by the pink princess, if you have a strong moral aversion to a command or high willpower you can resist lelouch's ability. If the 11 lover can resist lelouch's command for even a second, Lucy will have more then enough time to kill him.
2. Lucy Blitzes. I mean at the end of the series Lucy's vectors were able to leave the planet in less time then it took to finish a sentence. Both her reaction time and the speed of her vectors make it near impossible for Lelouch to issue a command before she chops his head off.

if ever that girl tried to decapitate Lelouch even in Geass control, Lelouch isn't stupid to not bring some tricks upon his sleeves. Especially, if Lelouch is given an one day prep time he might not even use his Geass.
