Was thinking about this, he could speed-blitz David.  
Although, not sure if allowed David could come up with a personality that could take care of Zoom.  
He did have one that could stop time. Although, wouldn't work on Zoom himself as his powers differ.

@OmegaDynasty: The trouble with Legion is that he needs a very specific set of circumstances to compete with powerful foes. Remove his morals, turn on bloodlust and give him five seconds of prep, he's good to go. Without that, his personality and the nature of his powers hinders him.

Well if I turn off morals, and bloodlust won't he just call on Moira?

He has no other way to win. Telepathy won't work either considering Velocidad is immune to TP while he's moving through time, according to Psylocke.

Pretty much. Otherwise, yeah, Moira might solo. Maybe that other one, too... I forget his name. The one that controls time and froze (I think it was) Paris.
