When all his personalities came together Legion started developing other powers, one of this was the ability to travel the time stream.

I think that given time legion would have been the most powerful mutant. Legion's ability to develop new powers is astounding, better still Legion was able to fully master his powers without outside help (Cable, Xman, Jean and especially Franklin needed to be taught how to control their powers). The problem I see with Legion is his scary attachment to Charles Xavier.

Legions's powers are all psionic in nature and Vulcan has 'the ability to control the psionic abilities of others' according to Marvel.
He displayed this ability with Marvel Girl when he originally captured Marvel Girl and Cyclops. He simply flicked the 'on' switch in her head and remotely controlled her projection of her power.

Sorry about that info if incorrect but if he can't time travel, how did he go back in time to kill Magneto?
