Leaning towards Cammy.

My gut reaction was to say Cammy...but after reading up on Shiva she is pretty strong. Cammy would not beat her first time around. As a character with a lot of guilt issues she is working through (similar to Cassandra) I see the fight going down like those. With Shiva beating her multiple times but sensing Cammy has a bit of a deathwish and allowing her to get stronger in rematches to reach her potential and become a true worthy rival.

Cammy is way hotter so she wins.
