CC. As long as she can avoid gunshot and rocket explosions, she'll be fine.

Cassandra should beat her relatively easily.

Cassandra and I'm not just saying that because of my Biased Viewpoint towards Devil may cry which once gave me a bad memory ):

Cain cause it's on the roofs of Gotham so she has tons of opportunities to grapple the buildings and use them to dodge the shots that Lady fires.
Now if this was in the middle of the Sahara desert and Lady had basically unlimited ammo, Cain would lose.
