Sigh, putting my two favorite DB/Z characters against each other are you?
1. Piccolo in a moderately easy fight. I go with Daiz numbers for this instance more or less.
2. Krillin stomps. Depending on the time his power level could be between "over 10,000" to over 75,000 and most likely even a lot higher than the latter since Vegeta thought that he, and Gohan, would be useful against Frieza and what Vegeta imagined for his 2nd form. No way Piccolo stands a chance.
3.Piccolo stomps. The guy gave a good fight to 2nd form Frieza while he was wearing weights. Hardcore.
Doubt anyone will really pay attention but
Bonus: Could go either way. Both are extremely skilled even when compared to someone like Goku. Even with a disadvantage in power Krillin gave Piccolo a good fight back in the 23rd Budokai (Piccolo even states that after seeing Krillin, taking the world wouldn't be as easy as he previously thought).
However, Piccolo is a tactician (quite possibly the best in the series) and was able to hang with Goku in the 23rd BK finals despite having a slight power disadvantage and ran point in the fight against Nappa, creating key tactics that would've been successful if not for mitigating factors (Gohan getting scared, the Saiyans not having the tail weakness). Even then he had enough insight to blow up the moon after seeing that it could be used to the Saiyans advantage. He was able to deduce that Nappa and Freeza were better fighter in the air after seeing them fight. After fusing with Kami he, used God's wisdom to trick Cell into waiting while he gathered enough energy to regenerate his arm as well as learning Cell's plan. Others usually go to him for information and he usually takes over as the Z-fighters leader when Goku is not around IMO it's safe to say that he's one of the smartest fighters in the series and I would put it past him to come up with some plan mid-battle when things get tough.
As for Krillin, I also have him as one of the smartest fighters in the series for a different reason. He's not as good as a tactician as Piccolo, though he's definitely no slouch in that department, however his advantage in most of his fights other than his skill is his cunning. Krillin is IMO the best in this regard as half of his fights in DB part one usually have him at a disadvantage either in power or some other factors so Krilllin would usually have to rely on deception as well as skill to give him the win or to put up a good fight. After Piccolo was knocked out by Nappa (context: his plan surprisingly backfired) Krillin saved Gohan from being pummel by the Saiyan by catching him off-guard with a kick, followed with a punch and was able to dodge Nappa's punch once he realigned himself. Even Vegeta was impressed with Krillin's moves and how he made Nappa look foolish in that brief scuffle. Krillin was also able to keep Frieza off of Gohan's back (something Vegeta couldn't even manage) with a couple of Kienzans and well placed Taiyoken (solar flare). Like Goku and Tien, Krillin also had a knack for copying moves after seeing them once or a few times like the Kamehameha, After-Image, Flight, and Solar Flare. And in the Cell Arc he also shown that he could sense hidden power (when Cell Kicked him and when he talked to Trunks), most likely via contact.
Both have a good chance of beating any one of Z-fighters at equal PL's IMO.
