Danny all rounds. Korra seems weaker than Aang IMO, and even he'd be hard pressed to beat Danny.

danny's ghostly wail is nowhere near city wide, and it doesn't seem to affect humans, even dan's GW (which is city wide) wouldn't hurt sam and tucker when he used it in their direction
