@keehn93: if she can breath under water she should have a good chance, if not then she gets stomped in round 2. in round 1 she has a better chance with her speed. I do admit she isn't blitzing here since kisame was reacting to bee and his reactions are what save him.
plus samehada should absorbed anything, but she can fly, and in r1 that gives her a 6/10 advantage at least but in r2 kisame should win 8/10 at least and 10/10 if she can't breath under water
BUT WAIT!! IF HALIBEL can control all water in all its forms then she wins both rounds no contest. she just has the advantage of controlling "all" water while kisame only controls "his" water in this case she wins r1 10/10 and even round 2 10/10
@kuroimugetsu: I believe she can only control it in her released form? The only lethal (ish) attack she did with water that could hurt Kisame was that bullet. Other than that he should just shrug it off.
If Kisame fight smart I believe he could take round 1 for sure. Samehada is a pretty dope sword.
With Ceros being absorbed & Suiton getting controlled by her released state I assumed that this would be a physical battle for the most part.
SC1: Hallibel crushes him
SC2: Could go either way. Kisame can either trap her in his water dome and absorb all of her attacks before depleting her of reiatsu directly, or Hallibel flies out of there at a faster speed than Kisame and just nukes him from the outside

Even though this samehada absorbing reishi things is kind of one-sided, I doubt it would consume enough of it before kisame get crushed, he'll lose before she looks at him.
@thevivas: Cool story. I enjoyed the part when it ended. Fyi hasn't been done with the same conditions.
@nishi99 Kisame using water dome wouldn't put him in a ton of trouble? With his strength/durability/ability to heal with absorbed chakra I figured he'd give her a good fight despite not being able to fly or keep up with her speed. Even if she smashes him around he'd still be able to heal cause Samehada is a tricky fish.
@keehn93: Yeah the way i see it ,as long as they both fight in the Water Dome Kisame can beat her with his Samehada, Strength and Durability. On the other hand Harribel could do him in with her versatility.
I think this was in one of the games where they show how Kisame beat the 4 Tails Jinchūriki casually.
I'd go with Harribel. Water doesn't really afford either of them much of an advantage, and she still has her cero.
