He's not too bright, but he's a tough nut for a street-level character to crack. His skin is basically made of cement, and he's strong enough to break bones like toothpicks. He gave Daredevil a pretty good beating when they tangled in Europe early in the Brubaker/Lark run.

I'd have to say hammerhead because although Pinny is alot stronger, hammerhead's whole upper body is coated in adamantium so it is pretty hard for Pinny to harm him. Hammerhead is just as good as a gighter a Pinny and all it would take is a couple shots with his head and he would have Pinny seeing floating bannanas. He even made Rhino a bit dazed in the spectacular spiderman cartoon.
